It’s on the Texture
I use Gimp.
I had taken it initially from a photo. Then with the ‘fuzzy selection tool’ (or the colour selection tool) I select it. So I can make a new layer with only this. Now I can use it on any Texture… (with some scaling,etc…)

I like the ‘water’ going down on your building. Did you use a particular technique to do that?
