is there a way to use the mirror function and have the result appear at a offset location, i,e not butted hard up against the first object.

I think that is not possible.
Copy the part and flip the copied part should do what you want.

Historically, for an operation like that, I would use "SHAPE DUPLICATE" and then OFFSET and ROTATE the duplicate copy. You have full control of offset and rotation that way. (though I’ll admit that I have not tried this in version 8 yet)
