How do I "run" regsvr32 on Windows 7

I was wondering if anyone can help me install the "new" RSIGS2.dll on Windows 7? I’m using 3DC 7.1.2.0. I’m not a computer whiz so I need very thorough instructions. Windows XP was so much simpler for it had an actual "run" option but with Windows 7 it’s almost like going backwards for it seems like more "steps". Thank you in advance.

Am I suppose to use quotes after regsvr32 as it shows in the readme?

Yes, use quotes if there are spaces in the pathname, also run cmd.exe as Administrator.
