Animation pb: precise positioning / hiding blue dots

I was able to adjust the position by selecting each keyframe, then Ctr select the shape, adjust the position with Alt arrow L/R.
When getting to the part hidden with the blus dots, I did several adjustements blindely at each keyframe, checking the result by selecting a nearby shape.

I’m trying to animate a speed counter with a translating tape (1st image, on the left).

1) How to precisely adjust the position of the tape to have keyframes right at 10, 20, 30, etc..
The tape length is along Y. Using the edit control is making too big steps.

2) At some point, the image is hidden by blue dots. Is it possible not to have them displayed?

Thanks in advance for your help.

(The animation is working very well in RW2… but the displayed speed is not accurate)
