That’s actually by design. There are quite a few examples of this ‘temporary override’ in 3DC.

When using keys 1/2/3 to select points/edges/faces the selection in the
toolbar is not updated to reflect which tool is used at the moment.
Not that it matters much as the pointer is updated and the tool works.
