It complains that it cannot find DirectX 9 (Error #32811) even though DX9 is installed and Hardware Accelleration has been turned up to full. However 6.5.1.0 runs fine.

I haven't yet figured out the cause of this. I can send you a couple small test programs that may help track down the cause.
