I think I discovered the source of my confusion. They work with the Fill and Paint tools but not with the UVMap operation.
I am running 5.5 and can’t seem to get the texture flippers in the Material Pallette to work. The texture flips in the preview but not when applied to the object or face. Does this work differently than it used to or am I having a memory lapse?

It works for me. Can you:
1) drag and drop two cubes on to your scene
2) select a texture, no flipping, and flat wrapping
3) fill the first cube with this texture
4) flip the texture
5) fill the second cube with this texture
6) check if the cubes look the same or different
Anyone else having this problem?

That’s true.
There is a tricky way to achieve this though. Select the faces you want, change to andquot;screen coordinates modeandquot;, look at the object from the opposite side and then use a UV operation. You’ll get a flipped UVmap/unwrap. (the texture won’t be flipped, but the uvmap/unwrap will)
